As stated in the Constitution of the People's Republic of China (PRC), the National People's Congress (NPC) of the PRC is the highest organ of state power. The permanent body of the NPC is its Standing Committee.
The NPC and its Standing Committee uphold the leadership of the CPC and exercise their functions and powers in accordance with the Constitution and the law.
The NPC is constituted through democratic election and is responsible to the people and subject to their supervision. The NPC and its Standing Committee promote whole-process people's democracy, maintain close ties with the people, respect public opinions and suggestions, reflect the people's will, and protect their rights and interests. The NPC and its Standing Committee exercise the legislative power of the state, decide on major issues, supervise the enforcement of the Constitution and the law, and safeguard the unity, sanctity, and authority of the socialist legal system in order to build a socialist country under the rule of law. They apply the principle of democratic centralism, give full play to democracy, and exercise their functions and powers collectively. They are active in holding external activities and conducting exchanges and cooperation with the parliaments of other countries and international and regional organizations of parliaments.
The NPC is elected for a term of five years. It meets in session once a year and is convened by its Standing Committee. A session of the NPC may be convened at any time the Standing Committee deems it necessary or when more than one-fifth of the deputies to the NPC so propose.
